If the garden is square, all of the sides are equal.

s = length of one side of the garden

Perimeter of the square garden = 4s.  {all 4 equal sides added together}

4s = 84  {all 4 sides added together equals the perimeter of 84}
s = 21  {divided each side by 4}

Area of a square = s²  {one side squared....or length times width}
Area = 21²  {substituted one side, 21, in for s}
= 441  {squared the 21}

The area of the garden is 441 ft².
